The OINP Employer Job Offer: In-Demand Skills stream provides a pathway to permanent residence for foreign workers with job offers in specific in-demand sectors within Ontario.

Stream Overview

This stream targets workers in sectors such as agriculture, construction, and personal support. Applicants must have a valid job offer from an eligible Ontario employer. The process involves several key steps: employers register with the OINP Employer Portal, submit a job offer, and then applicants register an Expression of Interest (EOI). Following an invitation, applicants can submit a nomination application to the Ontario Immigrant Nominee Program (OINP).

Applicant Requirements

To be eligible, applicants must meet several criteria. A full-time and permanent job offer is mandatory. The wage offered must meet or exceed the median wage level for that occupation in the specific Ontario region where the job is located. Applicants must also demonstrate at least 12 months of cumulative paid work experience in Ontario within the last three years in the occupation identified in their job offer. Educational requirements include completing the equivalent of a Canadian secondary school education or higher, as validated by an Educational Credential Assessment (ECA) if the education was obtained outside Canada. Language proficiency at Canadian Language Benchmark (CLB) Level 4 or higher in English or French is also required for all language abilities.

Employer Requirements

Employers offering jobs under this stream must meet specific conditions. The business must have been active for at least three years prior to the application. If located within the Greater Toronto Area (GTA), the employer must have a minimum of $1,000,000 in gross annual revenue and employ at least five full-time employees who are Canadian citizens or permanent residents. For businesses located outside the GTA, the requirements are a minimum of $500,000 in gross annual revenue and at least three full-time employees who are Canadian citizens or permanent residents. The job offer must be for a position necessary to the employer's business and located in Ontario.

Job Offer Requirements

The job offer must be for an approved occupation with a National Occupational Classification (NOC) TEER category 4 or 5 skill level, which includes specific in-demand occupations. These occupations are listed by the OINP. The position must align with the median wage level for that occupation in the specific region of Ontario where the job is located. The job offer must include duties relevant to the offered occupation.
