Ontario has introduced one of the most significant structural changes in the history of the Ontario Immigrant Nominee Program, commonly known as the OINP.

Amendments to Ontario Regulation 422/17 came into force on June 25, 2026. The changes removed eight former OINP streams and introduced a new Ontario Workforce Priority Stream built around three pathways:

  1. TEER 0–3 workers;
  2. TEER 4–5 workers;
  3. Self-employed physicians.

The new stream covers job offers across all National Occupational Classification, or NOC, TEER levels from 0 to 5. A separate pathway is available for qualifying self-employed physicians who may not have a traditional employer-employee relationship.

However, the new system is not yet fully open. As of July 20, 2026, Ontario says the new Expression of Interest, or EOI, system is expected to open later in the summer. The province has not yet published the opening date, the new EOI scoring grid or the details of its first invitation rounds.

Eight Former OINP Streams Closed

The following former OINP streams have been closed:

  • Employer Job Offer: Foreign Worker;
  • Employer Job Offer: International Student;
  • Employer Job Offer: In-Demand Skills;
  • Express Entry: Human Capital Priorities;
  • Express Entry: French-Speaking Skilled Worker;
  • Express Entry: Skilled Trades;
  • Masters Graduate;
  • PhD Graduate.

No further invitations will be issued under these former streams.

EOIs and employer job offers registered under the former system that did not result in an invitation will be automatically withdrawn as Ontario updates its application platforms. Applicants who already submitted complete applications following invitations under the former streams will continue to be assessed under the requirements that applied when their applications were submitted.

Employers who previously registered in the OINP Employer Portal will generally not need to create a new employer account. Once the portal reopens, however, they will need to submit a new job offer and a new application for approval of the employment position before the applicant can register a new EOI under the Workforce Priority Stream.

TEER 0–3 Pathway

The TEER 0–3 pathway is intended for workers with full-time, permanent Ontario job offers in management, professional, technical, skilled-trade and other qualifying TEER 0, 1, 2 or 3 occupations.

The employment position must first be approved by Ontario. The applicant must then register an EOI, receive an invitation and submit a complete provincial nomination application within the applicable deadline.

Work-experience requirements

Applicants must generally satisfy one of the following requirements:

  • At least six consecutive months of paid, full-time work during the previous 12 months in the job-offer position while legally living and working in Ontario;
  • For a recent Ontario graduate, at least three consecutive months in the job-offer position during the previous 12 months;
  • At least two years of cumulative paid full-time work, or equivalent paid part-time work, during the previous five years in the same NOC occupation as the job offer;
  • Work experience in one of the limited alternative NOC combinations specifically listed in the regulation.

The alternative NOC combinations include certain engineering professionals moving into engineering technical occupations, pharmacists moving into pharmacy-assistant positions, and registered or licensed practical nurses moving into nurse-aide positions.

Applicants who already hold a licence or other authorization legally required for the offered position may be exempt from the standard work-experience and education requirements.

Education requirements

Most TEER 0–3 applicants must have completed a Canadian post-secondary degree or diploma requiring at least one year of full-time study.

Applicants relying on foreign education must generally obtain an Educational Credential Assessment, or ECA, issued by a designated organization. The ECA must be less than five years old when the provincial application is submitted.

Certain listed occupations in the skilled trades, natural resources, production and food sectors may qualify with a Canadian secondary-school credential or an equivalent foreign credential supported by an ECA.

Language requirements

Applicants who are not recent Ontario graduates generally require English or French proficiency of at least Canadian Language Benchmark 6 in reading, writing, listening and speaking.

For specifically listed occupations in the skilled trades, natural resources, production and food sectors, the minimum may be reduced to CLB 5.

The regulations contain separate provisions for transport truck drivers and bus, subway and other transit operators. Applicants in these occupations should not assume that the CLB 5 concession automatically applies.

Recent Ontario graduates are exempt from the general TEER 0–3 language requirement under the current regulation.

Who Qualifies as a Recent Ontario Graduate?

A recent Ontario graduate is generally someone who obtained an eligible Ontario credential during the three years before applying.

The credential must normally be one of the following:

  • A degree or diploma requiring at least two years of full-time study;
  • A master’s degree;
  • A PhD;
  • An Ontario college graduate certificate.

The credential must have been issued by an eligible publicly assisted Ontario university, college or Indigenous institute.

Recent graduates may benefit from the reduced three-month same-employer work-experience requirement, exemption from the general language requirement and, in some circumstances, a lower applicable wage threshold.

They must still have an eligible full-time and permanent job offer supported by a qualifying Ontario employer.

TEER 4–5 Pathway

The TEER 4–5 pathway represents a major expansion compared with the former In-Demand Skills Stream.

Rather than limiting eligibility to a short list of occupations, the new pathway is open in principle to workers in all TEER 4 and TEER 5 occupations, provided that the applicant and employer meet the applicable requirements.

Applicants must generally have:

  • A full-time and permanent job offer in a TEER 4 or TEER 5 occupation;
  • An employment position approved by Ontario;
  • At least nine months of cumulative paid, full-time work during the previous two years in the job-offer position while legally living and working in Ontario;
  • English or French proficiency of at least CLB 4 in all four abilities;
  • A Canadian secondary-school diploma or an equivalent foreign credential supported by an ECA.

The nine months of experience must relate to the employment position covered by the application. Unlike the TEER 0–3 pathway, the regulation does not provide a three-month concession for recent Ontario graduates applying under TEER 4–5.

This pathway could benefit workers in areas such as health-care support, food service, retail, agriculture, cleaning, manufacturing, material handling and other essential or intermediate occupations.

However, simply working in a TEER 4 or 5 occupation does not guarantee eligibility. The applicant must have an approved position, sufficient Ontario work experience and an eligible employer.

Self-Employed Physicians

The self-employed physician pathway is the only part of the Workforce Priority Stream that does not require a traditional permanent job offer.

An applicant must:

  • Be, or intend to be, self-employed;
  • Be a member in good standing with the College of Physicians and Surgeons of Ontario;
  • Hold an eligible independent-practice, academic-practice or provisional certificate of registration;
  • Be eligible to receive payment for publicly funded health services under Ontario’s health insurance legislation.

This pathway recognizes that many Ontario physicians provide services through independent or self-employed arrangements rather than conventional employment contracts.

Employer Eligibility Requirements

Applications under the TEER 0–3 and TEER 4–5 pathways require an eligible Ontario employer.

The employer’s business must generally:

  • Have existed and actively operated for at least three years;
  • Maintain a place of business in Ontario;
  • Offer a position in which the employment activities will primarily occur in Ontario, subject to limited transportation-sector exceptions;
  • Offer full-time work of at least 30 paid hours per week and 1,560 paid hours per year;
  • Offer employment of an indeterminate duration;
  • Demonstrate that the position is urgently necessary to the business;
  • Have no outstanding orders under applicable Ontario employment-standards or occupational-health-and-safety legislation.

The offered wage must normally meet or exceed the Job Bank median wage for the occupation and region. For a recent Ontario graduate applying through TEER 0–3, the Job Bank low wage may apply in certain circumstances.

Where the applicant is already working for the employer, the offered wage must also be at least equal to the wage the employer is currently paying that applicant.

Employer Revenue Thresholds

The employer’s minimum revenue requirement depends on the location where the applicant will work or report to work.

Greater Toronto Area

The business must have earned at least $1 million in total gross annual revenue during its most recently completed fiscal year.

For OINP purposes, the Greater Toronto Area includes Toronto and the regional municipalities of Durham, Halton, Peel and York.

Designated Census Divisions

Employers located in designated areas—including Ottawa, Waterloo, Hamilton, Simcoe, Middlesex, Niagara, Essex, Wellington, Greater Sudbury, Frontenac, Brant, Peterborough, Hastings and Thunder Bay—must generally have earned at least $500,000 during their most recently completed fiscal year.

Other Ontario Locations

An employer located outside the GTA and the listed census divisions must generally have earned at least $250,000 in each of its two most recently completed fiscal years.

This lower threshold is intended to make the program more accessible to eligible employers in smaller, rural and northern Ontario communities.

Canadian-Citizen and Permanent-Resident Employees

At the time the employer applies for approval of the position, the business must generally have:

  • At least five full-time Canadian citizens or permanent residents at the relevant work location if it is in the Greater Toronto Area;
  • At least three full-time Canadian citizens or permanent residents at the relevant work location if it is outside the Greater Toronto Area.

Impact on International Graduates

The closure of the International Student, Masters Graduate and PhD Graduate streams fundamentally changes the provincial immigration options available to Ontario graduates.

Master’s and PhD graduates can no longer rely on a dedicated OINP stream that allows them to seek nomination without a job offer.

Under the new system, most graduates will need:

  • A qualifying permanent job offer;
  • An eligible Ontario employer;
  • An employment position approved by the province;
  • The required Ontario work experience;
  • A competitive EOI score and an invitation to apply.

Recent Ontario graduates receive several concessions under the TEER 0–3 pathway, but graduation from an Ontario institution alone is no longer sufficient for provincial nomination.

Graduates without qualifying job offers may need to consider federal Express Entry programs, the Canadian Experience Class or provincial programs outside Ontario, depending on their circumstances.

Policy Analysis

The redesign shifts the OINP away from separate streams based primarily on education, Express Entry status or narrow occupation lists.

The new model places substantially greater emphasis on:

  • Current employment in Ontario;
  • Proven work history with the supporting employer;
  • The employer’s financial and operational capacity;
  • The province’s ability to target occupations, industries and regions through EOI invitations;
  • Program-integrity screening and employer compliance.

The opening of TEER 4 and 5 to all occupations is a notable expansion. At the same time, the same-employer work-experience rules, employer-approval process and EOI invitation requirement mean the program should not be interpreted as an unrestricted immigration pathway for all lower-TEER workers.

What Applicants Should Prepare

Potential applicants should begin reviewing and collecting:

  • Their correct NOC code and TEER classification;
  • Employment contracts and job-offer details;
  • Pay statements, T4 slips, banking records and work schedules;
  • Evidence of lawful status and work authorization in Canada;
  • Language-test results where required;
  • Canadian education documents or an eligible ECA;
  • Professional licences or authorizations;
  • Information about the employer’s revenue, operating history and Canadian-citizen or permanent-resident workforce;
  • Evidence that the wage meets the applicable Job Bank standard.

Meeting the minimum eligibility requirements will not guarantee an invitation or nomination. Applicants must still enter the new EOI system, receive an invitation and demonstrate that all requirements were met at the relevant times.

Until Ontario publishes the new EOI scoring grid and invitation policy, claims that a particular score, occupation or job offer will guarantee nomination should be treated cautiously.

安省省提名全面重组:Workforce Priority新通道覆盖TEER 0至5职业

安省省提名计划迎来历史上规模较大的一次结构性改革。

《Ontario Regulation 422/17》的相关修订已于2026年6月25日生效。安省取消原有8个OINP申请通道,并推出新的Ontario Workforce Priority Stream,即“安省劳动力优先通道”。

新通道分为三个申请方向:

  1. TEER 0至3类别;
  2. TEER 4至5类别;
  3. 自雇医生类别。

新制度覆盖加拿大国家职业分类NOC中的TEER 0至5全部职业,并为不具备传统雇佣关系的合资格自雇医生设立独立申请方向。

不过,新系统目前尚未全面开放。截至2026年7月20日,安省政府表示,新的Expression of Interest,即EOI系统预计将在2026年夏季稍晚时候开放。安省尚未公布具体开放日期、新EOI评分表以及首轮邀请安排。

原有8个OINP通道关闭

本次改革关闭了以下8个原有通道:

  • Employer Job Offer: Foreign Worker;
  • Employer Job Offer: International Student;
  • Employer Job Offer: In-Demand Skills;
  • Express Entry: Human Capital Priorities;
  • Express Entry: French-Speaking Skilled Worker;
  • Express Entry: Skilled Trades;
  • Masters Graduate;
  • PhD Graduate。

安省不会再通过上述原通道发出邀请。

在原系统中已经登记、但尚未产生邀请的EOI和雇主职位,将在系统更新过程中被自动撤回。已经根据原通道邀请递交完整申请的人,仍将按照申请递交时有效的条件继续接受审理。

已经注册过OINP Employer Portal的雇主,通常不需要重新创建雇主账号。但是,门户重新开放后,雇主需要重新提交工作Offer及Employment Position Approval申请,申请人才可以在新的Workforce Priority Stream下重新登记EOI。

TEER 0至3通道

TEER 0至3通道主要面向获得安省全职、永久性工作Offer的管理、专业、技术、技工及其他符合条件的TEER 0、1、2或3职业申请人。

雇佣职位必须先获得安省批准。申请人随后需要注册EOI、获得邀请,并在规定期限内递交完整的省提名申请。

工作经验要求

申请人一般需要满足以下其中一项要求:

  • 申请前12个月内,在合法居住及工作的情况下,为Offer职位连续完成至少6个月全职带薪工作;
  • 安省近期毕业生在申请前12个月内,为Offer职位连续完成至少3个月全职带薪工作;
  • 申请前5年内,在与Offer相同的NOC职业中累计完成至少2年全职带薪工作,或等值的带薪兼职工作;
  • 符合法规明确列出的有限NOC职业转换组合。

法规允许的部分职业转换组合包括:

  • 部分工程专业人员转入工程技术职业;
  • 药剂师转入药房助理职位;
  • 注册护士或执业护士转入护理助理职位。

已经取得该Offer职位依法要求的安省执业牌照或职业授权的申请人,可能不需要满足一般工作经验和学历要求。

学历要求

大多数TEER 0至3申请人需要完成至少一年全日制学习的加拿大专上学历或文凭。

使用海外学历的申请人通常需要提供指定机构签发的Educational Credential Assessment,即ECA学历认证。ECA在递交省提名申请时必须仍处于5年有效期内。

部分法规列明的技工、自然资源、生产制造和食品行业职业,可以凭加拿大高中学历或经ECA认证的同等海外学历申请。

语言要求

不是安省近期毕业生的申请人,一般需要达到英语或法语听、说、读、写四项至少CLB 6。

部分法规明确列出的技工、自然资源、生产制造以及厨师、屠夫、烘焙师等职业,最低语言要求可降低至CLB 5。

需要特别注意,卡车司机以及公交、地铁和其他公共交通操作员适用单独的法规规定,不能直接认定为享受CLB 5优惠的职业。

按照现行法规,符合定义的安省近期毕业生可以免除TEER 0至3类别的一般语言要求。

什么是安省近期毕业生?

安省近期毕业生一般是指在递交申请前3年内,从安省合资格教育机构取得指定学历的人。

符合条件的学历通常包括:

  • 至少需要两年全日制学习的学位或文凭;
  • 硕士学位;
  • 博士学位;
  • Ontario college graduate certificate,即安省学院研究生证书。

学历必须由安省符合资格的公立资助大学、学院或原住民教育机构颁发。

安省近期毕业生在TEER 0至3类别下可能享有以下优惠:

  • 同一Offer职位工作经验降低至连续3个月;
  • 免除一般语言要求;
  • 在部分情况下,可以适用Job Bank较低工资标准。

但是,申请人仍然必须获得符合条件的全职、永久性工作Offer,并由符合要求的安省雇主提供支持。

TEER 4至5通道

与原Employer Job Offer: In-Demand Skills Stream相比,TEER 4至5通道明显扩大了职业范围。

原In-Demand Skills通道仅接受指定职业,而新的TEER 4至5通道原则上向全部TEER 4和TEER 5职业开放,前提是申请人和雇主均满足项目要求。

申请人通常需要满足以下条件:

  • 获得TEER 4或TEER 5职业的全职、永久性工作Offer;
  • 雇佣职位已经获得安省政府批准;
  • 申请前两年内,在合法居住和工作的情况下,为申请所涉及的Offer职位累计完成至少9个月全职带薪工作;
  • 英语或法语听、说、读、写四项达到至少CLB 4;
  • 取得加拿大高中学历,或经ECA认证的同等海外学历。

9个月工作经验必须与申请所涉及的Offer职位相对应。与TEER 0至3类别不同,法规没有为TEER 4至5类别下的安省近期毕业生提供3个月工作经验优惠。

这一通道可能覆盖护理支持、餐饮服务、零售、农业、清洁、生产制造、物料处理以及其他基础或中等技能职业。

但是,从事TEER 4或5职业本身并不代表自动符合条件。申请人仍然需要获得省政府批准的职位、积累符合规定的安省工作经验,并由合资格雇主提供支持。

自雇医生通道

自雇医生是Workforce Priority Stream中唯一不要求提供传统永久性工作Offer的申请方向。

申请人必须:

  • 已经或计划以自雇方式执业;
  • 是College of Physicians and Surgeons of Ontario,即安省内外科医生学院的良好信誉会员;
  • 持有独立执业、学术执业或临时执业类别的有效注册证书;
  • 有资格根据安省医疗保险相关法律,就公共医疗服务获得付款。

这一通道承认安省部分医生通过独立执业或自雇形式提供医疗服务,而不是通过传统雇佣合同工作。

雇主资格要求

TEER 0至3及TEER 4至5申请必须由符合条件的安省雇主支持。

雇主企业通常需要:

  • 在提交职位批准申请前已经成立并持续经营至少3年;
  • 在安省拥有实际经营地点;
  • 保证该职位的主要工作活动发生在安省,运输行业的有限例外除外;
  • 提供每周至少30小时、每年不少于1,560小时的全职带薪工作;
  • 提供没有预设终止日期的职位;
  • 证明该职位是企业经营所迫切需要的;
  • 在安省就业标准或职业健康安全法律下没有尚未履行的命令。

Offer工资一般需要达到或超过加拿大Job Bank公布的该职业及地区中位工资。

符合条件的安省近期毕业生通过TEER 0至3通道申请时,部分情况下可以适用Job Bank公布的低位工资标准。

申请人已经为该雇主工作时,Offer工资还不得低于雇主目前实际向申请人支付的工资。

雇主营业收入门槛

雇主最低收入要求取决于申请人的工作地点或主要报到地点。

大多伦多地区

雇主在最近一个已经结束的财政年度中,总营业收入必须至少达到100万加元。

OINP所指的大多伦多地区包括:

  • 多伦多市;
  • Durham;
  • Halton;
  • Peel;
  • York。

指定人口普查区域

申请人在以下指定地区工作或报到时,雇主在最近一个财政年度的总营业收入通常需要至少达到50万加元:

  • Ottawa;
  • Waterloo;
  • Hamilton;
  • Simcoe;
  • Middlesex;
  • Niagara;
  • Essex;
  • Wellington;
  • Greater Sudbury;
  • Frontenac;
  • Brant;
  • Peterborough;
  • Hastings;
  • Thunder Bay。

其他安省地区

雇主位于大多伦多地区及上述指定区域以外时,企业在最近两个已经结束的财政年度中,每年的总营业收入通常都需要至少达到25万加元。

较低的收入门槛有助于安省小型社区、农村地区和北部地区的合资格雇主参与省提名计划。

加拿大公民及永久居民员工人数

雇主递交职位批准申请时,相关工作地点通常必须拥有:

  • 大多伦多地区:至少5名全职加拿大公民或永久居民员工;
  • 大多伦多地区以外:至少3名全职加拿大公民或永久居民员工。

对安省留学生的影响

International Student、Masters Graduate和PhD Graduate通道关闭,意味着安省毕业生的省提名选择发生了根本变化。

安省硕士和博士毕业生不能再依靠原有无工作Offer类别申请省提名。

在新制度下,大多数毕业生需要:

  • 获得符合条件的永久性工作Offer;
  • 找到符合项目要求的安省雇主;
  • 由雇主申请并获得职位批准;
  • 积累符合规定的安省工作经验;
  • 在EOI系统中取得足够竞争力并获得邀请。

安省近期毕业生在TEER 0至3通道下享有一定优惠,但仅仅从安省学校毕业,已经不足以直接获得省提名资格。

没有合资格工作Offer的毕业生,可能需要根据个人情况考虑联邦Express Entry、Canadian Experience Class,或者安省以外的其他省提名项目。

政策影响分析

此次改革使OINP不再以学历、Express Entry身份或狭窄职业清单分别设置多个通道。

新制度更加重视:

  • 申请人是否已经在安省就业;
  • 申请人与支持雇主之间是否存在经过验证的工作关系;
  • 雇主是否具备足够的财务和运营能力;
  • 安省是否能够通过EOI邀请定向筛选特定职业、行业及地区;
  • 雇主合规、申请真实性及项目完整性审查。

将全部TEER 4和5职业纳入考虑范围,是一次明显扩展。

但同一Offer职位工作经验、雇主职位审批和EOI邀请等要求,也意味着这一通道不能被理解为所有低TEER职业申请人都可以直接进入的开放式移民项目。

申请人目前应当准备什么?

潜在申请人可以提前检查和准备:

  • 正确的NOC代码及TEER等级;
  • 雇佣合同和工作Offer;
  • 工资单、T4、银行入账记录及工时记录;
  • 加拿大合法身份及工作授权证明;
  • 符合要求的语言成绩;
  • 加拿大毕业文件或有效ECA;
  • 职业执照或执业授权;
  • 雇主经营年限、营业收入及加拿大公民或永久居民员工人数;
  • Offer工资符合Job Bank标准的证明。

达到基本申请条件并不等于必然获得邀请或省提名。

申请人仍然需要进入新的EOI系统、获得安省邀请,并证明自己在相关时间点持续满足全部条件。

在安省正式公布EOI评分表及邀请政策前,任何关于某一分数、某个职业或某份工作Offer必然能够获得省提名的说法,都应谨慎看待。
